That is all rubbish.
I would make a complaint to the council and then to the Ombudsman, and also claim against the insurance for your new losses.
It's worth mentioning that legally councils are not allowed to have hard and fast rules, or in legal speak 'fettering their discretion'. So they are not in a strong position if you complain.
Do you not know anyone who lives in Rutland, who could be your operator?
