Does it need to be full sized or is a space saver acceptable for Private hire?
My car came with a foam kit but i assume this wont get through the inspection?

You can be assured that as much as night follows day, that you will undoubtedly be getting a puncture at some time or another in the future. May I prophesize that it will happen when you are busy to the point of it being akin to a lottery win (taxi wise), and your car will be full of 16 stone + people who will not be humoured that you/your car are now restricted to 50 mph - get a full sized one, as a space saver is no good in this job.

Such is the insanity of many of the motor manufacturers and their crazy pursuit of ever lowering emissions by 0.0000005% due to less weight that they don't even have a spare wheel weld even you wanted a spare wheel..space saver or otherwise.

Depends on your council rules.

The Green argument of having no spare is a reasonable one, but personally I wouldn't want to drive a taxi/PH without a spare wheel.

I always thought that having two different size tyres on the same axle was illegal

Same here, isn't it also an MOT failure?
