It should be the drivers decision to decide if it is safe to travel. In the Leicestershire terms and conditions it does state this.
I would never try to undermine a driver who says it isn't safe due to the weather. If they say it isn't safe then it isn't safe.

well where is it ? the so called blizzard lasted half an hour apart from that we've had worse earlier this winter.

I have two drivers refused to come into work today based on the weather reports so was turning work away left right and centre between 08.30 to 09.30 but now DO DO CITY

those weather men need a great big kick up the JAXI massively overstating the conditions like that
