I think the only thing that has changed is the %, of income based fine, in the third column.

That said the vast majority of speeding fines are dealt with via fixed penalty fines.

Has the tolerance in the 1st column not changed,did it not used to be 10% where as it is now 1 mile above limit,not many vehicles have calibrated speedometers.

The tolerance is not in the statutes, the tolerance is in respect of if the police lay a charge, and different police forces have different levels of tolerance.

The new rules are at the moment just a proposal and depend on Parliamentary time being available to pass new laws,election may delay this process along with all the protests.
