Swines gave me a £100 PCN for being 30 minutes on a hospital taxi rank

Then you broke licensing laws. You can't "wait" on a taxi rank, you have to be available for immediate hire.

Appeal it, and follow the good folks advice on Money Saving Expert or Pepipoo.

If the rank has been adopted it's down to the council to enforce.

If not then ask for the signage etc etc.
