Not been down to Gatwick for a couple of months but came across roadworks starting at the M25/M23 junction extending all the way to the end of the Airport Spur

The hard shoulder on both sides has been bollarded off with a 50MPH speed limit BUT no sign of any work, workmen and a complete absence of any signs saying what the roadworks are for ?

anyone got any idea what it's all in aid of or are Highways England playing an expensive prank on us all ?

I like smart motorways. The M42 is my favourite.

Did you know that if you break down on a smart motorway and pull onto the 'hard shoulder' you can't drive off until told to by a police officer or the highways agency, if you do you commit an offence, which is an automatic fine (via cameras). You have to sit there and wait.

The government website says this.
If you can leave your vehicle safely, contact Highways England via the roadside emergency telephone provided in all emergency refuge areas. We will either send a traffic officer to help you, or set the motorway signs to temporarily clear lane 1 to assist you to rejoin the motorway.
no mention of a fine.

Bit confusing. You will get an automatic fine if you drive in a lane closed by a red x on an overhead gantry. So if you break down they will see you and close the lane, if you havent contacted them you rejoin by driving off in the now closed lane which results in a fine.
