Our local council insists that the brackets holding their licence plates are drilled into the right side of the rear bumper on private hire and taxis & the front bumper on taxis only

Could drilling holes into the bumper effect its performance in the event of an accident ?

No where near as much as the ability of the driver to avoid one.

I am thinking along the lines of the bumpers ability to absorb the energy of a collision ie. surely the bumper will crack severely at the holes ?

I thought similar about fire extinguishers in the footwell, surely in a crash these could further damage the legs of the passenger or driver?

The majority of so called bumpers on cars these days are just plastic decoration, and an awfull lot of cars don't even have proper bumpers underneath, just crumple zones.
