Our local council insists that the brackets holding their licence plates are drilled into the right side of the rear bumper on private hire and taxis & the front bumper on taxis only Could drilling holes into the bumper effect its performance in the event of an accident ? |

No where near as much as the ability of the driver to avoid one.

I am thinking along the lines of the bumpers ability to absorb the energy of a collision ie. surely the bumper will crack severely at the holes ? |

I thought similar about fire extinguishers in the footwell, surely in a crash these could further damage the legs of the passenger or driver? |

The majority of so called bumpers on cars these days are just plastic decoration, and an awfull lot of cars don't even have proper bumpers underneath, just crumple zones. |
