I seem to recall reading somewhere that the unmet demand survey should be carried out between every three or five years. Our Council says that it must be every three years. What frequency does your council carry them out? Can anyone point me to anything that clarifies this?

our council=NEVER but can't ever remember reading of a legal requirement on frequency
