Renewal of Existing Licences
In order to renew an existing licence you must submit your application and supporting documentation by email to You must send this email at least 48 hours before the expiry of your licence to ensure it can be processed before your licence expires.
The easiest way of sending the supporting documentation is to use a smartphone which can take and attach photographs of your supporting documentation directly to an email.
Please note that Authorised Testing Stations will be sending copies of MOT and Compliance Test Pass Certificates directly to the Licensing Authority and you therefore do not need to include these.
The following supporting information must accompany your application to renew your licence:
V5C (Page 2), or alternatively
new keeper supplement (tear-off slip from V5C)
invoice from car dealership
proof of purchase of vehicle
Insurance Certificate or cover note
Proof of Address - this must be either a utility bill, bank/credit card/benefit/council tax statement or central/local government document which is no more than 3 months old
DVLA Check Code
Once the email containing the Application Form and supporting information has been received and verified you will be contacted by telephone for payment by debit or credit card. After successful payment, your licence will be renewed administratively.
If you do not have a renewal application you can access one here. Complete the form online and email to with the other required documents.
Application to renew your licence.
At this time it will not be possible to issue a plate or window card but you will receive a copy of your licence by email which will confirm that the private hire vehicle licence has been renewed. Plates and window cards will be issued at a later date - you must continue to display your existing front and rear plates in accordance with the conditions attached to your licence. You will be able to show the email containing your licence to any Authorised Officer, Police Constable, or any person who requests it whilst you are working.
Grant of New Licences
Due to the COVID-19 (Novel Coronavirus) situation we are not currently accepting applications for the grant of new private hire vehicle licences.
Private hire vehicle licence application form
Any vehicle used as a private hire vehicle in Wirral must first be licensed by Wirral Council.
Private hire vehicles are vehicles used for hire or reward purposes which are capable of carrying a maximum of 8 passengers. Vehicles used for hire or reward capable of carrying 9 or more passengers are regulated by the Traffic Commissioner.
Vehicles licensed by Wirral Council must be pre-booked through an operator licensed by Wirral Council and driven by a private hire driver also licensed by Wirral Council.
All vehicles must pass a compliance test and MOT test at one of our authorised testing stations. Vehicles must meet the private hire vehicle criteria in order to pass the compliance test.
