Looks like it was repealed in 2010, but in 2007 the Public Health (control of disease) Act 1984 said ;
Duty of owner, driver or conductor of public conveyance.
(1)
The owner, driver or conductor of a public conveyance used for the conveyance of passengers at separate fares shall not convey in it a person whom he knows to be suffering from a notifiable disease.

When it was a requirement of the 1984 Act it was the Councils responsibility to fumigate the TAXI if a person had been transported suffering from an infectious disease.
When TAXIS or private hire vehicles are ferrying passengers to hospital or doctors surgeries often they will be suffering from what could be described as an infectious disease.
