I received a letter from the council yesterday to say that the government is considering a new mandatory 4mm limit on tyre wear for taxis and PHV's possibly starting in october  Apparently it's based on statistics from the DVSA and requests from several councils |

A tyre starts with 8mm of tread so that means that they would need to be changed whilst they still had 2.4 mm of tread before they become illegal. |

For a number of years, since at least 2005, RoSPA have been lobbying to have the minimum tread depth increased to 3mm for taxi and ph vehicles. They cited evidence from testing that proved, they claimed, that tyres worn down to 3mm or below had longer stopping distances. This may or may not be true. Of course from time to time they will lobby councils, and no doubt the taxi and ph Licencing association, (naptheleo? Or whatever) So now they have ratcheted the minimum safe level up to 4mm! So why haven’t councils applied this recommendation? And why single out the taxi trade? My view is that it would not be legally enforceable. The force majeure is obviously that the law of the land states that a minimum tread depth of 1.6 mm is the absolute minimum requirement. Good luck with measuring that, officer. Any rule, regulation or standard set by a licensing authority has to be reasonable, and if not so, can be challenged in court, which is why I believe it won’t or shouldn’t happen. It would at the very least double your annual tyre costs. And regarding road safety, shouldn’t they be “educating” ALL drivers not to drive to close, and too fast? |

If you read the articel I posted on the "news" section the DVSA published failure and prohibition rates. Taxi come bottom o the league with a 65% failure rate on spot-cheks, the commonest cause for prohibition is worn tyres. Maybe that's got something to do with it? It’s been tried a few times over the years, about 10 yrs ago here in Chester. Tyres had to have a minimum of 2mm, only lasted a year or so and then disappeared. viewtopic.php?f=2&t=28367#p342887 |

Certainly a difficult rule to enforce, and an easy one to get round, but then so are lots of rules and regulations. As for buying part worn tyres, if my car was written of tomorrow, suspect someone somewhere would be interested in buying four Contis with a couple of thousand miles on them. At the right price, obviously. (And in case anyone thinks I've been splashing the cash, my usual budget tyres were looking around £85, but Halfords were doing a deal on four Contis which worked out at £91 a corner.) |
