does anyone know the court cases about letting your plate expire and the council less then 24hrs he what back with the application the council would not let him put the application in

This dealt with a driver's license.

But you are asking about a vehicle license. I think in the case you are enquiring about it will go down to the reason why the application was late? Was it because the council office was closed, was the online application lost in the cloud, was the applicant poorly, or was the vehicle being repaired.

May I refer you to EXETER CITY COUNCIL v SANDLE [2011], the judge is clearly saying that it can be licensed after the date.
