This legislation allows for one-off shared trips e.g. passengers travelling from/to a common origin/destination such as an airport transfer, or for more regular journeys e.g. daily commutes to a train station for onward travel.

Wife didnt pre-agree, didnt even KNOW till passenger 2 got in and passenger 2 paid nothing, wife had the booking msg on her phone, her name route pickup to home, not via 2nd drop
