If you paid for a drivers PH/HC badge would you expect a years service or to be repaid the cost when you had no prior agreement?

I think he is asking if someone paid for a year's license for someone, maybe a journeyman, and that person doesn't work for you for a year, is it reasonable to ask the person to front up some cash back to cover the initial cost? I tried to get a payment from a driver once through the small claims court even with an agreement in place I still lost as it was deemed an unfair clause. |
