Isn't it about time we were able to start the meter when people are standing beside your taxi for an eternity and other punters are coming along and going into the cabs behind?

Can't see it happening somehow, but it is very annoying.

Even worse when they finally decide that they don't want a taxi after all and walk away.

Or they're joined by more people and jump into a people carrier behind you?

I was always under the impression that as long as you inform the punter that you intend to start the meter, then you can start the meter at anytime.

Problem is, if I said that I'm quite sure they'd disappear into the taxi behind.

What I'm talking about precisely is when they haven't actually touched the vehicle or made contact with the driver but they're effectively stopping others using the taxi.

I see lol, I know of a person who used to always request they moved away from his vehicle because they were preventing other persons from hiring his taxi. Kinda hard to do when confronted with the fact they have every right to congregate on the public highway. Perhaps the remedy is to move a fee feet forward?

I am told by my LA that the meter is turned on when the journey begins. This means when the wheels start to turn. Next someone will say that the meter should start when you start to load the wheelchair into the cab for a disabled customer.

meter turns on as soon as your hired, when they come to the window to tell you where they are going, or as soon as someone grabs the door handle to open

i have had people get in the cab and just sit there with the door open not saying a thing, until you ask where are you going, reply, nowhere yet, waiting for the others of my party to arrive, i just came first to bag a taxi
whilst in the meantime all the cabs behind have loaded and gone

That would be correct under normal circumstances but has your LO not heard of waiting time. One of the few reasonable situations where you can start your meter is when you have to wait for a passenger and as long as you tell them that you are starting your meter then it is quite lawful.

I'm sure your LO would agree with that.

However, Dusty pointed out that his post was about persons crowding around his vehicle and thus perhaps preventing or dissauding other members of the public from hiring his cab.

We all get that and before you know it all the other cabs on the rank have loaded up and your left sat there with no punters? If I was sat behind a cab in such a situation I would tell my punters to get in the cab in front but in this day and age and especially in Manchester that is not the norm.

Too right it does. my cab is a business, not a charity

Got to put my meter on mate/love!

Sorted.

Arrive at the address beep, wait till the booked time, beep again and click it's on.
Never had a problem with it.

Disability discrimination act. It is illegal to disadvantage someone who is diabled by starting the meter whilst loading the wheelchair.

I hate that aswell.

Worse still is when they take a week to dig the money out at the other end. Cant be a surprise to them that money is needed.

I was told by a senior examiner at the PCO to start the meter before loading the wheelchair, otherwise the taxi is still for hire and can be taken by someone else.

It is not disadvantaging someone because of their disability, merely charging them the going rate for the service provided.

By your way of thinking a wheelchair user could argue that if it wasn't for their disability they would be able to walk to wherever they are going so shouldn't have to pay for the cab at all.

No different to on supermarket jobs starting the meter before loading the shopping.

I'm not so sure - I think the legislation states that services have to be provided on a basis whereby the disabled aren't disadvantaged by their disablement as compared to able bodied people - thus if you charge more to load the taxi then you're discriminating.

That is exactly what was stated at the training course organised by our LA.

Aren't you already discriminating by loading the W/chair? Unless you help everybody into your cab, and without charging.
Also are you not risking a claim for damages if you load the W/chair and they are injured in the process or their chair is damaged?
Where do you stand if you are injured by them?
I also heard about an insurance company refusing a claim on the grounds that a W/chair isn't a vehicle seat.
I think the real problem is nobody thought any of this out before bringing in the law in the first place :?
