New parking rules will baffle drivers and send appeals against fines
soaring, the AA warned yesterday.

From March, there will be different levels of fine depending on the offence
and where it is committed. The penalty serious offences, such as parking
on a double yellow line, will rise by 20 per cent - but other fines could fall.

For the first time, councils outside London will be able to issue fines by
post using CCTV evidence.

And they will also be able to issue a penalty even when a motorist drives
away before a ticket is put on their car.

AA spokesman Paul Watters, said: "There is a potential for some chaos as
it is quite a big change."

But Transport Minister Rosie Winterton insisted the system shake-up would
ensure fines are "fair and justified".

This will have the effect of making the taxi drivers job a lot more difficult. In theory there could be no more parking on restricted yellow lines or in restricted areas while waiting a few minutes for a pre booked job to arrive, no double parking when dropping off or picking up passengers, no ranking up on restricted yellow lines outside places of social gathering such as night clubs etc, no taking up or setting down passengers at traffic lights or in any area that is restricted. It could be a nightmare.

Cameras could replace many traffic wardens if councils introduced a new ticketing system that allowed cameras to read the expiry time of the parking display ticket. The innovations of such a scheme are endless because it could in effect be carried out in both urban and rural areas anywhere in the country.
