Fight, Fight Fight

The Calf of Man district council is facing a David vs. Goliath type court high clash with Toon City Council during the next few months. The cheeky, but ever so tiny, island with a population of four has apparently fallen foul of taxi licensing laws in what is shaping up to be the mother of all taxi court cases. The forthcoming judicial review is to be so big, this reporter fears he will run out of superlatives, a worrying situation indeed.

The city of toon has been flooded with a massive 600 Calf of Man licensed hackney carriages. When asked about the sudden number of applications for Calf of Man licenses the licensing office manager, Dick Fitzwell stated that he was attempting to create more ranking space, but the general lack of roads was creating a slight problem and he was unable to contact the Highways department because he wasn’t in the right room.

When taxitalk asked Dick about the possibilities that Calf licenses would be used elsewhere the officer seemed quite shocked.

“I know the lack of roads is a problem, as is the lack of people, but I am confident we can create a situation where everyone is happy”

When asked about the amount of money received from license holders, he stated the department hoped to use the money to buy a new tractor, build an extension to the bungalow and maybe even fit a new indoor heated swimming pool to assist in enforcement duties, they are also currently trying to recruit another licensing officer to cope with the rush for licenses and assist in lifeguard duties.

When questioned about the criminal records of some of the applicants we were passed onto the Head of the Calf of Mans CRB unit, Al Kaholic, we were advised that none of the applicants had any criminal record on the island and they were satisfied every resident on the island would be safe.

Licensing Officials in the City of Toon aren’t quite so happy about the situation, Forrest Ranger head of licensing stated “Howay man, they canny de this areet, we canny cope”

In a recent outburst, Robin Barsteward, Toon City's Finance Director, was outraged that people previously licensed in Toon City were heading to Calf of Man to become licensed "they should be happy that we charge them 4 times as much as Calf of Man and pay us to help with our spending shortfalls in other areas than operating the taxi licensing function",he added "value for money isn't on our agenda, and neither is accountability when it comes to licensing".

Wing Commander Ivor Brief commented from his Morepath HC that the practice was outrageous "they go up there and get a plate and then expect to do work down here" ....... "the public should be protected from such scoundrels".

I'm sure more news will follow, as soon Calf of Man Council is set to join Morepath Council, along with others, in a unified authority.

That's the most simple explanation of the situaton, let's hope the council plonkers involved read it and find out how stupid they really are.

What do you mean?

As far as I know the council has little choice but to license the taxis - it's the law that's an ass rather than the council.

Incidentally, I saw a TV programme earlier about policing in Berwick, and there was a bit about a taxi, and I'm sure it was a P-reg Astra.

Perhaps the Berwick licensing regime is a magnet for cheapskates?

Agreed. They may have no choice but to licence but that doesn't mean they can't tighten up their standards.
Unless they think it will harm their lucrative business..... :?

I comes to something when a council needs to consider how the conditions or standards they set may have detrimental implications to another [edited by admin] area.

The fact remains that the sore head of Newcastle is down to their lost revenue .................... they haven't been bothered about vehicles licensed elsewhere plying for hire within their area for years .................... the fact that they are loosing revenue is a fact that appears to have been forgotten. Strange then that in the previous post the additional revenue of Berwick could be considered as lucrative without, apparently, a thought about where this additional revenue is coming from.

That's a fair point. Berwick's gain is someone else's loss. Mostly Newcastle's but others' as well.

I suppose we are all wondering where the vehicle is going to work as private hire? When you find out please let us know.

I am not too sure I ever will... but....... I have a feeling that it will now bring the PCO into the argument........ and possibly the court case .........??

Just another congestion charge evader.

But I think MrT is right .................... the PCO will more than likely be taking a keen interest in proceedings.

I haven't seen the skeleton arguments of the Newcastle case but nevertheless I am still of the opinion it is doomed to failure. GA's observation regarding congestion charging is interesting, however someone will have to jog my memory with regard to the exact details surrounding the restrictions in respect of bus lanes and congestion charging in respect of Taxis from outside of London.

In my opinion Berwick are basing their decisions on the law as it is written whereas Newcastle are basing their decisions on their interpreatation of it.

In short, Newcastle are seeking a law change to stop people from reducing their revenue from PH licensing.
