i was talking to one of the York horse hackney cabs owners
he asked me do you think i could ply for hire from a council taxi rank along with all the motor vehicle hackneys, i said i thought yes

he said he had asked the taxi licence department if he could indeed use the standard council motor hack ranks

the reply he got was NO

But you need to contact the regulation authority at Newcastle city Council

any thoughts folks

The way I read the acts is there's no difference between what a motorised taxi and a horse drawn taxi can do.

I suppose the only difference in what a council think they can do is based on animal welfare.

I'm fairly sure that Skegness has a seperate rank for the horse drawn carriages.

I think you will find that the horse drawn carriages in York are only licensed to go on a specific route and therefore can only pick up and drop off at their designated rank on Duncombe Place. The route they cover only goes passed one hackney rank which is also on Duncombe Place. So the answer to the question is as the council said 'No'

So isn't this much the same as the Carlisle scenario?

the reason the horse hack driver asked [he is also a motorised hack owner] was just a thought that if the oil situation was that bad that the only economic sense would be to go back to the horse hackney

by the way to qualify as a horse hackney carriage owner in York you have to have a least 3 years experience of driving motorised hackney before you get a horse licence

Sorry Stinky, acoording to my source, you don't need three years experience to have a horse licence. Its exactly the same proceedure as a normal motorised hackney licence. Full DVLA licence for 12 months will do.

I didn't know you needed a driving licence for a horse.

In York, I understand that you must have a full DVLA driving licence for at least a year before you can apply for any Hackney drivers licence. This includes Horsedrawn and would include pedicabs as well. The reason I believe is that it shows experience of road usage, which lets face it, makes sense. Have you seen how pedal cycles are ridden in York or for that matter how some taxi's are driven !!!

well i got this straight as to speak from the Horses mouth, from "giddy up" the driver, he spoke of 3 years experience
