So did he get his licence, or are the council still allowed to carry on making up the rules as they go along?????I can never decipher these judgments

He was a special case and the LA had descretion in answer to the first case in April 08.......what do you reckon this time Skip?

My interpretation of it is that coutie lost his case.I am not sure what implications this will have if any. I know a couple of disabled drivers who will not be happy with this outcome.Because of there disabilities they were hoping to get saloon licences.I also apologize for posting in the wrong section. :)
