One from our LA. They'll relieve you of £10 of the queens English for changing your address. They'll only deal in cash and won't give you a receipt.

Illegal; write to the chairman & every councillor on your licencing committee, with copies to the local newspapers.

But before you do, you need proof positive, i.e. change of address at the licensing office with at least two good witnesses.

I think you might find the council approved the charges on there fees, don't make it right but that's the proof.

Hackney Carriage Vehicle Transfer (transferring vehicle between owners NOT when changing vehicle) £156.00

Amended vehicle/driver/operator licence change of address £10.50

Okay......please tell me the answer to this one, is a change of address form made out of different paper to a change of owner form??

Dear Sirs,

Many thanks for your recent correspondence regarding fees charged by this Authority for various taxi licenses.

Unfortunately, due to the complexity and significant variance in workloads associated in awarding individual licences, we are unable to give you a detailed breakdown of costs that make up each license fee.

Instead, our charging model has developed based on a combination of local economic circumstance, budgetary demands and anticipated service requirements. Our charges are agreed annually by the appointed Taxi Licensing Committee and are subject to regular benchmarking against other **** ******** Authorities.

The net consequence is that, under existing arrangements, the Council offers a highly competitive pricing model that offers good value for money in consideration of the quality of service and level of resources it has invested into this service.

The following provides a more detailed description of the taxi licensing budget 2010/11; it shows that, currently, the Council subsidises the taxi licensing service by over £100,000 per annum:

£ As %age of total cost
Staff £370,000 71% Includes enforcement and all associated staff costs including travel allowances, expenses and training
Vehicle testing £72,500 14%
CRB checks £10,000 2%
Legal fees £15,000 3% Being court costs
Other operational £53,500 10% Includes ICT, printing and stationery, postages, and core central charges (e.g. building costs, accountancy support etc)
Gross cost £521,000

Income from fees (415,000) Includes all fee income
Net cost £106,000

Though I appreciate the above may not provide the information necessary to support your current survey, I hope it has helped you understand the processes in place here at ****** ***. Should you require any further information, please contact ***** ******, licensing officer, on ***** ****

Ours is every F***IN year as you know. I'm still waiting on the updated FOI request which Man City fan kindly supplied. They'll get their socks in a twist when they try to untangle that lot. I'm expecting a reply like the one above stating complexity issues.

At least it's documents (plural).

If it was document, the cheeky bar stewards would probably charge you £25 for each document produced late on the same occasion.

If their system is too complex, who's to blame for that?
It's their system, after all.

Why does it cost more to process paperwork because a vehicle is older :? Does it involve a lot more work to process a HC vehicle than a PHV :? I can understand the reductions to encourage WAV's but is it legal :?
