Northumberland cabs not working predominately in the area to which they are licensed, can be required to record work gained via non Northumberland PH operators, and then supply that info to the Northumberland licensing on demand.

Yeah, but for an act to work 165 years later you got to think.....wow those dudes knew how to make law!
