or the job should be handed to a national body.....

Only if they are made redundant from their positions of management in refuge or rat catching and a vacancy becomes open in licensing... which is normal

With all due respect.... if they did transfer to another national body..... you would only end up with the same people.... whose jobs would have been negotiated by their unions, I watch the fact that people keep referring to Vosa.... the organisation that has a permanent body of people checking out MOT garages because the system is so open to abuse....

they also license PCV vehicles from 8+ (i.e. 9) passenger seats upwards....

maybe they could start at 4 passenger seats?

I think what you want is not policeable, all you want is out of area plated vehicles to head back once clear? it would be a real mission to prove they didnt on any regular basis, as i said, a base i was on had loads of work in the next town and if clear we could sit at the border anyway

A licensed vehicle sitting in an area without a pre-booked job must be one of the most easiest things to enforce/check.

by who? is there a glut of LOs in your area?

drivers are legally entitled (FORCED if using a tacho) to have breaks!

will LOs take to following ANY PH (remember even those within thier LAs should RTB once empty), and you want LOs given the power to not only inspect/interrogate out of area plated vehicles but they would also need access to the base records (which wouldnt be in thier LA)

no, wont happen, live with the status quo (not the group)

will they be able to challenge any driver anywhere anytime? what do you want Waffen SS rejects in the job?

As has been documented on this site since it's birth ( :D ) I'm not a great fan of the Unite union, however on this issue I applaud all the work they have done to get this issue to where it is.

Why you ask?

Well I have just read the submission sent to the Trans Comm from Delta of Sefton, in which they say they do 8,500,00 million jobs a year, with 1700 drivers, which equates to 13 jobs each a day.

At, say, £4 a job those drivers are living on 'slave' wages, and it's nothing short of a national disgrace this mob are being blown up by some as being what operators should aim for.

They are the gutter end of the market and they need to be bought to task.

where do you get the £4 per job figure from?

you know how many jobs started or ended (or both) inside thier own LA?

and the drivers do what they do under duress?

Good sources, but I'm happy to be corrected.
