I just don't know what will come out of this report, when I read it.

The original brief was one of cross border hirings, so you would hope this will be addressed.

Having rules prohibiting those outsiders from working predominately in a manor that doesn't license them, surely wouldn't be one of the main thrust of the report, would it?
