I would have a bet on... 1) The Two-Tier System remaining in place, as I think the PH operators will campaign massively against it. 2) Numbers restrictions on hackney carriage will go, as I think/know it is not compatible with Euro Law. 3) National minimum standards will apply to all taxi/PH drivers, vehicles and operators. 4) Other than the above all licensing decisions will still remain with the local licensing authority. 5) Fees will be set to recover the costs only of the licensing function. 6) To avoid mass over-ranking, when point 2 happens, councils might be able to zone areas so that only a certain amount of hackneys can ply on certain ranks. 7) Fixed penalty fines for license breaches. 8 ) No appeal, from any new offence, higher than a Magistrates' Court. Was it all a dream? Who knows.

Good points, some are obviously mad, but there you go. If I was a betting man, I'd have an each way bet on the Northern Ireland (Taxis) Act 2008 being adopted nationwide. Reasoning;

Personally I don't see the problem if they allowed taxis to ply for hire from any legal parking position, why incur the costs of ranks when it really isn't necessary Sussex wrote: 1) The Two-Tier System remaining in place, as I think the PH operators will campaign massively against it Not that I think there will be a single tier, but, on what grounds do you think the PH operators will be able to oppose such an action that allowed PH to be able to be flagged down or indeed for a single tier to be implemented? |

You make a good point, and a point I wouldn't have a problem with. However I have a good source.

But it's crystal clear why and that's because they only want their work cleared, and don't want drivers doing their own work. However if restrictions are binned then drivers can license as hackneys and do as they please. |

Not everybody can afford the WAV vehicle. Perhaps the ph drivers should have something to say if the above is the case, it should not just be down to the opinions of a few operators |

And there is no way a one-tier, or two-tier PH flag-down, policy will ever happen in the smoke. |
