So they want to introduce licensing to funeral cars and wedding cars, who havent really created any problem for 40 odd years......but allow vehicles to pick up the general public on some quasi contract - which are not subject to any testing with drivers who may well not have been vetted?

I think these people have actually lost sight of what their original intention was!

I don't think they have, but, perhaps they are wanting to look like they considered everything fully prior to ensuring the ph operators and the 'training gurus' get what they want
