90 percent of the people on the waiting list are private hire drivers and drivers who rent a drive on a hackney i dont think the numbers sat on the ranks will increase that much in york some hackneys also have radios in if they deregulate then everyone will be hackneys and work on a radio circuit if they want the numbers will actually be worse than 366 as there are about 800 private hire and 180 hackneys why wouldnt every private hire get a hackney plate they would have nothing to lose

Cost. What are the hackney requirements re driver and vehicle?

the cost is basically the same there are currently no age or colour restrictions in york so all private hire will be able to put a light on top

to be private hire in york you have to take your driving test again a full knowledge test, medical, enhanced crb, disability awareness course, exactly the same as hackney the only thing you dont have to do is the wheelchair training hackney only have to do that if the car they are putting on is a wheelchair vehicle

Licences vow on city taxis



COUNCIL licensing chiefs said they did not want to give up their power to restrict the number of Hackney Carriages operating in the city – despite national proposals for a shake-up of the system.

The issue was the sole item on the agenda at yesterday’s meeting of City of York Council 's Gambling, Licensing & Regulatory Committee at the Guildhall.

The members agreed it should not give up its power to cap the number of Hackney licences, which cost £107, despite arguments that it could end the trade in plates between drivers, often for huge sums of money.

Coun Ken King said: “These licences change hands for staggering amounts of money and we have had three or four appeals where two people have claimed ownership for the same car.”

The council currently has 183 Hackney Carriages on its books, but has a waiting list of 196. Committee members feared if the cap was lifted it would lead to pollution and congestion.

Coun Ian Gillies , a former taxi driver, said: “There are 183 Hackney Carriages in York and there are only 60 ranks.

“It would be absolute chaos in this city if there was deregulation.”

Earlier the meeting had been read a statement by council leader James Alexander, who said “I do not believe the nationally proposed scheme takes into account the infrastructure that a city like York can support”.

He said: “Deregulation will have an adverse affect on the working life of current taxi drivers, lead to tension between taxi drivers in acquiring fares and lead to further congestion around taxi pick-up points.

“I am aware that many taxi drivers are already struggling due to tied-in contracts with operators or due to fuel prices.”

The decision will now go before full council.
