The authority disagrees with this proposal. There is a
significant risk that this proposal will compromise the safety
and security of the travelling public because it is unrealistic
to expect that proper records of sub-contracted journeys
will be kept in every case particularly at peak loading times.
In the circumstances of a vehicle carrying a passenger
breaking down, this could be adequately dealt with by the
proposed minimum safety standards requiring each private
hire vehicle or taxi to have breakdown cover in place which
covers onward transmission of the passenger to their
destination.
