A National PH license based on the London model.

Reason, over 40% of licensed London PH drivers don't re-license. There must be good reasons for that.

That's probably more to do with the operators than the actual licence

All drivers must do a Rimmer salute to the car before logging on each shift and all drivers who fart a lot must say sorry to the seat before handing over to the night driver.

Well it would be funny wouldn't it, on a serious note though

Give the council the opportunity to take badges off offenders and let the offender chase it up in court if they feel unfairly treated, this rather than the council risk taxpayer cash on a 50/50 chance.

That is a good suggestion, now can I tell you why not.

Plymouth is a semi island bordered by fields, London is a central hub bordered by everything.

What are you talking about in your signature, always discount mean's get less from the same customer's who were going to call anyway, a bit silly that is skippy.

Why should London and Plymouth be excluded like they have since the 1976 act came out, mind you our 1982 act is easier to understand and it works as the old rules dating back to 19 canteen where scrapped when it was introduced.

The reason I discount is the fare on the meter is the max, you can charge anything below that, and there is one large company here who started the ball rolling, so not to let them have things all there own way you keep up with the Joneses

I not say you do any illegal thing, I just can't see the point in giving money off when they needed you anyway, if you cut fare you force the next guy to cut, then you both end up profitless with a customer who will then get mad if you raise fare again, it's a bit blow your own foot off to me.

I say Plymouth be different cos Plymouth is a town and London is a capital city, the customer of London is a lot different to the customer of Plymouth, when I work in F1 many years ago we simply paid what was asked, we never considered if we could get it cheaper by phoning up, we needed to see client asap so we just take cab that is there good to go outside office, they are as different as comparing a 3 car village cab firm with a 5000 car major city firm so rules should be set to match trade pattern's not a blanket rule all over, hope you understand what I say as I get lost in translation at time.

Non transferable licenses, now that's an interesting concept. Not sure the guy argued the age limit very well but he certainly managed to change the subject very swiftly  At least they admit there is an over supply of taxis but I didn't hear anything that would solve the problem. I'm not sure how the signage makes an ounce of difference to anything other than to inform the customers the vehicle is licensed. It comes as no surprise to find out that although there is an over supply of taxis there is an under supply of taxis in rural areas, I wonder why that is :?

For all drivers, PH or Hack.

    Topographic knowledge tests.
Minimum 5 years residence in the UK and MUST have the right to work here.
Full UK (not EU) driving licence
    Spoken English and numeracy tests
Fully checkable background (CRB) - No letters saying your a nice bloke signed by a local bribe taker.

I won't hold my breath though.

The thread is "What wouldn't you like the LC to put forward" - so you wouldn't like better checks?
