I took it upon myself to e-mail the Law Commission asking for an up date of where we/they are, and a time line of things to come.

Please find below the reply I got back.

Dear Alex,

Thank you too for getting in touch about this - I agree that it would be good to bring some clarity to this matter.

We have finished analysis of responses, and are currently in the policy stage of the project, meaning that we are revisiting our provisional proposals in light of what we learned during consultation. We plan on publishing our final report and draft Bill at the end of the year.

We are aware, however, that the very fact of our doing this project is causing concern in the taxi and private hire trades. We are therefore considering releasing a statement of conclusions at some point earlier in the year. This is not normal practice for the Law Commission and would have to be approved by Commissioners. As it would be the first time we would have published something like this, we're not yet in a position to say what form it might take, but it would most likely briefly set out the policy direction we are heading in on key issues. I would also add, in response to one of the rumours you note in your email, that this would not trigger a second consultation period. We are of course always open to discussing issues with stakeholders; however, at this point we are really focussing on producing our final policy recommendations , which we have to do by the end of the year.

I should stress that if we do release such a statement, we will not be bound by it, as the process of writing the final report and drafting legislation may well lead to further policy changes. It's also important to remember that whatever we recommend in our final report, it is for the Department for Transport to decide whether or not they wish to take it forward. Once we have produced our final report and draft Bill the project is out of our hands, and issues such as timing will be for the Department for Transport to manage.

I know the timetable has been mentioned in the report and repeated at various functions, but could you please up-date me on where we are and what the next steps will be?

As you can imagine the trade is full of rumours and scare-mongering, so I think it would be good if we could try and clarify matters.

One rumour was that most of the work had been done, and some workshops would be arranged throughout the country where the Law Commission would be putting out ideas/plans, and taking on board comments from selected stake-holders. Is that correct or just wishful thinking by some?

Another rumour is that the timings have been moved so that anything coming out of the report will be delayed until after the next election. Is that correct?

I know these matters are delicate but rumours drive me mad, so it would be good to either confirm they are true or if they are simply pie in the sky?
