Because the chances are - where they are licensed isn't where they work.

They are getting a license in Rossendale - and working in manchester

I see your point, but, our authority require that we tell them which operator we work for and file our license with said operator. Is this not the norm around the country?

But if all this is legalised in new legislation, then your LA will have no business asking where a Hackney Carriage driver will be working.

And if the Law Commission's proposals, on nationwide PH Licensed Operators being able to use any Licensed PH driver, licensed by any LA in the country, become law, then your LA will also have no business asking a PH driver where he will be working.

With total freedom to operate comes total chaos in the trades!!

Obviously the idea behind this is so the LA can find any driver should there be a problem. If there is such a problem after the LC have made the changes they wish to make then how do you find drivers responsible :?

the simplest solution is also the least acceptable politically or to the trade and that is to remove licensing from local control to regional or national control with councils acting only as agents with regional or national fee setting and local councils only responsible for enforcement

But of course that would require the removal of local number caps

Nobody suggested open borders tho. I don't see why number caps couldn't be kept if vehicle spec could.

My thinking was more along the lines of government sets the fees so no differences between local authorities BUT just like business rates the councils get paid a fixed amount for collecting fees and processing documentation resulting in a level playing field and cabs would all take a standard VOSA Taxi compliance test instead of a local authority set test

It may take a long time, possibly the "Cab Act 201?" is optimistic but it will happen of that I am fairly sure.
