The projected date for the final report has changed. We are now aiming to publish by the end of April 2014, rather than the end of 2013. We need the services of specialist Parliamentary counsel to draft our proposed legislation, which will be published with the final report. Unfortunately, it has proved impossible to secure the necessary drafting resouces to meet the original timetable.

Can't say I'm too surprised - its one hell of a job to change and make taxi and private hire law - 2013 was always a little ambitious

I don't understand why the final report has to be published at the same time as the draft legislation :?

Because there is disagreement.

The agreement, or lack of it.

There is nothing in what they write to suggest a disagreement so I am at a loss as to why people would think there is one. According to the above it is the drafting of the proposed legislation that is holding up the release of the final report :?

The final draft is the single most important part of the report.

In effect the final draft IS the final report.

When it is published in APRIL? That is when the fun really starts. We have a slightly longer breathing space.

It could push it even further along, this could negate a lot of the lobbying the Unions have done, some of the MP's lobbied may be ex-MP's if it goes past the next General Election!

So why didn't you say that in the first place  If the intention was to have this in place before the next election then surely that would mean we have less time for lobbying, especially with the new proposed anti lobbying laws the government want to introduce together with the fact that parliament closes a few months after April. I think it is naive to think that just because one part of the process is delayed the rest will follow suit. I still believe that it was a small price to pay by giving in to quotas so the trade backs off and they can push the cross border issue through, which imo is the real reason for all this.

Do I detect the sound of a ball being kicked into the long grass? A can being kicked down the road?

Makes you wonder why they didn't think about that when they started out and booked the services earlier, kinda of like pre booking your taxi rather then trying to get one when you're ready
