pmsl - anything your LA does in respect of licensing is now undermined because the driver will license themselves in an area where it doesn't matter.

BTEC, NVQ, more tests.......naa lets license ourselves in Hicksville and work away from there.

That seems to suggest that they will be opposing the inclusion. It does't seem to say that they have already been removed.

Only time will tell if the cross border clause has a negative effect on drivers. I'm not convinced it will.
