Apart from which I don't see the reasoning behind sentencing somebody to 12 weeks with the intention of only making them serve half of it

The attack happened while Tweed was on bail for another assault, on a 16-year-old boy in December 2006.
If he was on bail at the time, why wasnt he locked up/remanded till his trial for this offence, thats the point of bail, you promise to behave?
