This is a bone of contention with me.
The quicker ALL COUNCILS in Great Britain license the private hire vehicles, with a back plate, and have them tested at least once a year the better.
Londons the last one pal and almost complete, we will NEVER see door signage for PH or plates in London all the time the PCO give in to the black taxi trade.
I do agree with you though, continuity is what is needed.

The adverts have started doing the rounds on the local radio station about Taxis over Christmas, if they can do it over Christmas why can't they do it all year long?????
They have been doing this in local press, radio ect in London all year round for ages, but what really hacks me off is the way in which the general public are still further confussed over this by terminology.
They should be educating them about the difference between a taxi and a ph vehicle and until they do confussion will still reign.
Last year watch dog did a piece about a bogus taxi driver in london raping dozens of women, and that is what they called him a bogus taxi driver, he was not he did not drive a black cab he drove a people carrier, so in my mind he was a bogus private hire vehicle.
Whilst the campangnes continue to put accross the wrong message the general public will get just more confussed.
Sad
