It wasn't the wheelchair that moved it was the passenger who was not wearing a seat belt in the chair.

you're right - but then again - putting a passenger in the crumple zone of a vehicle - the bit of the vehicle which id designed to crumple in the event of an accident does appear to be quite mad. Also, making alterations to the structural integrity of the vehicle - whereby the rear end is hacked away so a ramp can be fitted also appears quite mad.

And before we get around to the crash testing argument - the vehicles were apparently crash tested in their pre - hacked to pieces state.....something to do with low volume conversions not being liable for crash testing.
