Looking at the report, which is now off-line, there wasn't really reasons given as to why the drastic changes.

There was talk of a Judicial Review, which as no decision has been made is interesting, but no breakdown of the fees. :-k

The should have done it the other way round, charge the PH more, or charge everyone the same and let owners decide what side of the fence they want to drive on

They can't x2.

They restrict taxi numbers, and the law doesn't allow PH to pay for taxi marshalls.

They could Sussex, all the council needs to do is charge them all the same licence fee, but say Hacks will pay ten bob more to cover marshalls.
What puzzles me though, is how did the marshall charges end up on the hack licence fee, was there a council meeting where they said we will include these fees with the licence one??.
Or did it start out as a council funded scheme, and the funds ran out, so they shifted the burden on to the trade by the back door
