I think councillors are being incredibly naive expecting the whole trade to have a single opinion on everything.
It certainly isn't like that where I work with a trade only a fraction the size of Dundee's, so differences of opinion should hardly be unexpected.
They probably think being a councillor is all about turning up for tea and cake, and pocketing a few grand in allowances each year.
If the trade could be trusted to regulate itself then licensing would be unncecessary, so if you ask me it's the councillors falling down on the job.
