Nearly 5,600 motorists who were caught by a pair of speed cameras have had their fines returned and penalty points removed from their licences because a speed limit sign was installed in the wrong place.

The London Safety Camera Partnership has been forced to hand back £335,880 to drivers caught exceeding the 20mph speed limit on a 250-yard stretch of Upper Thames Street, near the Tower of London.

The cameras have also been switched off until the sign is moved. Police officers will enforce the speed limit until then.

The cameras are one of 20 "time/distance" systems in use in Britain, which calculate the speed of a vehicle over a length of road. Conventional speed cameras are triggered by a car exceeding the limit as it passes a fixed point.

Although the cameras were correctly installed at the start and end of the controlled zone, the sign warning of the reduced limit was 40 yards inside the 20mph stretch. As a result, motorists were entitled to believe the speed limit was 30mph. The error was discovered by a taxi driver, who successfully challenged his fine.

A London Safety Camera Partnership spokesman said that it had quashed the remainder as a "gesture of goodwill". He said the partnership "held its hands up to the mistake".

Paul Watters, the AA Motoring Trust's head of roads policy, said: "The impact of having endorsements on your licence can extend to higher insurance premiums.

"Drivers may feel they are entitled to seek compensation for any additional expense they have incurred."
