You are having a laugh. Since when have the police made sure that every drunk gets home safe? If they were to do that they would not be able to do anything else at all.
Personally I think the local Council need to take some of the blame. They have cut back on licensing enforcement to such an extent that there is none at all. So pubs are serving people who are already drunk with even more alcohol and getting away with it because of the lack of enforcement.
We have one part time person who works 25.5 hours a week and she is in charge of all licensing functions throughout the Borough. She issues all licenses and does all the checks and all the enforcement. It simply can't be done in the hours.
