No, each surveyor adopts their own.

Apart from Jacobs, who just lie. :^o

Halcrow and TPI use this wonderful equation.

ISUD=APDxEDxP1xHP

Where HP=1 if no peaking and 0.5 if peaking is present.

I doubt I will be happy with the outcome, but hey what have I lost?

But I'm more than content to use my good offices to help out other plate-less taxi and PH drivers become plate-holders.

Now I thought that was what we had unions for, to help out the workers. But it would appear they only want to help out the shirkers.

But you just never know what's around the corner.

But to answer your question in short John, they basically observe the major ranks in an area over a month or so.

If customer waits are above average during the day, five minutes is the norm, then that's usually evidence of sig un-met demand. If the waits are just above average on a Friday or Saturday night, then that's usually not evidence of sig un-met demand.

But, and it's a big but, the DfT are looking towards making all un-met demand significant, no matter when it occurs.

Another thing that surveyor are meant to do, but many ignore, is to take customer views and plate values into the final equation.

If you want to elaborate on your question, then maybe folks on here could give you a more detailed answer.

1) you contributed towards the cost of the survey.

2) Good offices? you're not at all deluded, are you?

3) Are you a union member? Unions are for taking contributions from people who think that they are not the biggest joke in the known Universe, when we who are not members, know the reality.

yes mate.
the council tells the survey people the outcome they want.
ie few plates no plates dereg.
and as if by magic the council gets it way.
how strange.
