From the latter part of his quote (below), I'm guessing he thinks that the Greater Manchester borough livery will encourage people to book locally-plated vehicles. Like, I mean, people will stop using the Uber app because the cars that roll up have Wolves plates (say) and will start booking local cars because of the Greater Manc borough livery
Anyway, what's to stop even Greater Manc operators using cars plated in the likes of Wolverhampton and Sefton? That's maybe the more important point, which can't be addressed by a uniform approach across Greater Manchester.
In fact, if the Greater Manc standard is significantly increased, won't this actually encourage cross-border working from outside the area?
(I suppose it's a fair guess that Neil Emmott is a councillor, but oddly the article doesn't actually state that fact or provide his wider background, therefore:)
