This looks like an expanding small firm rather than a relocation.
And, despite a comment to the contrary on the Echo's website, looks like all-HC rather than PH (maybe mixed fleet, but nothing on the firm's Facebook page to suggest it's anything other than 100% HC).
So not the same conflict in the likes of Peterborough(?) where the PH office was opening close to a rank
Not that this doesn't raise the possibility of conflict, but more likely to be HC v HC rather than HC v PH

But former mayor and retired town taxi driver Tim Harries said the position would be no different than it always had been – with any taxis able to use the available spaces on a first-come, first-served basis.
After his intervention the council decided to raise no objection.
The consent for the change of use was granted by Dorset Council to Mr Damon Clarke of Damos Taxis.
The small office provides a space for drivers and customers to wait.
