Are all councils now going to give PH WAV owners a free operator's license?

I'm not convinced that 1 in 5 UK citizens truly has a disability especially a disability that is severe enough that it puts them at disadvantage.....there certainly wasnt that many people that had a disability of note back in the 70s.....1 in 50 maybe.

Do they class almost everything as a disability these days, if so its small wonder the countries broke paying for it all.
