I mean, the proprietor is either fit and proper to operate any vehicles, or he/she isn't fit and proper. You can't be fit and proper depending on the vehicle in question - each vehicle is either roadworthy and has passed the relevant compliance tests, or it hasn't.
Which all suggests to me that it's maybe not as serious as it sounds. I mean, fleet owner fails a couple of compliance tests? Our council would haul you over the coals for next to nothing, but I doubt the scenario described above would happen even here, at least in terms of revocations.
Of course, there may be more to it in terms of what precisely the vehicles failed on, and in terms of history. But in terms of specifics, the information provided above is a bit thin...the usual framing in terms of making something
sound really bad, but beyond the PR, bluster and sabre-rattling, there's not much meat to go on the bones
No information on how many vehicles the proprietor has in the fleet, for example. If half his fleet are failing regularly, then not good.
But the fleet may comprise 100 vehicles
And, of course, may local authorities wouldn't bat an eyelid at the sort of stuff above - just get it fixed, and bring it back
