Slightly different from the normal ANPR thing - can't really recall a trade-related article about being fined because of having to download an app to pay the fee, and not having enough time
So if it's as portrayed here then it's certainly an disgrace.

He says he didn’t have enough time while collecting the passengers but paid as soon as it was safe to do so – just 25 minutes after leaving the site.
Despite paying the full charge, Mr Jones was given a fine of £60 by Napier Parking, the firm which runs the car park, because he left the site without paying.
The 47-year-old has now paid the fine after a long battle with the company, but is calling for a longer grace period for taxi drivers to pay parking charges, especially if they require downloading an app.
He said: "It is ridiculous; I was not trying to get away with not paying.
"It was stressful. It is stress I do not need and it is disappointing I was just trying to get these kids safely into the taxi.
"You have to keep them safe you can’t just start downloading apps and reading signs.
"It’s a tricky situation because the other option would be to say no to the jobs.
"I understand that people will say I should have just paid, but they need to have a grace period for taxi drivers.
"Companies need to be more reasonable towards taxi drivers who are picking people up and dropping off in busy environments especially.
"Picking school kids up isn’t easy, you need to make sure the kids are safe. It’s impractical to have to start downloading apps and things.
"Taxi drivers all know how strict they are but some them you just can’t avoid.
"They put taxi drivers in a difficult situation."
