I have been told that at least one of the limo insurance companies will not insure none COIF limos that take more than 8 people. so that should kill self drive if the others follow. :lol:

Why? You can hire a COIFed limo on self drive if you want. Although once COIFed I can't see why anyone would want hire it out this way.
You can hire out 8 seat limos on self drive as well if you want. :wink:

Q. To drive a 9-16 seater OTHER than as a volunteer driver. i need to pass a D1 test (i.e. removing the 101 restriction), as under the "self drive" loophole money changes hands (to 1. hire the car and 2. HIRE THE DRIVER) then firstly the driver would need a full D1 licence.

not a great obstacle, but surely a proper leagl point?

I do believe that the driver would need a PCV license to drive the vehicle.

Im sure it would be the D1 (9-16 seater "minibus" licence) as defined by both VOSA and the DVLA

Driving passenger carrying vehicles (PCV) on a car driving licence

There are special licensing arrangements allowing you to drive minibuses and buses without having to hold the higher passenger carrying vehicle (PCV) driving licence entitlement. Drivers of minibuses having 9-16 passenger seats will normally need to hold a PCV licence category D1 or a category D licence to drive larger buses.


Exempted passenger carrying vehicles

* a minibus with up to 16 passenger seats provided the following conditions are met:

i. the vehicle is used for social purposes by a non-commercial body but not for hire or reward**

ii. the driver is aged 21

iii. the driver has held a car (category B) licence for at least 2 years

iv. the driver is providing the service on a voluntary basis


When driving a minibus under these conditions you may not receive any payment or consideration for doing so other than out of pocket expenses
