if its plated its subject the regs......

If you took that view then he must put the meter on when taking his family out.


the report says its a PH, hence 99% likely no meter

the law says 1 person 1 belt, so, er, 5 persons (4 pass) 5 belts = OK 1 without a belt = not OK

and thats regardless of private use or H&R


once plated a vehicle MUST exhibit its plate is liable to be stopped/checked by a LO, and how would a LO be able to tell if the passengers were the drivers family?

I think the point here is surely that it was a seat belt offence and a mobile phone offence

If I remember correctly the "beavis and butt head" ruling was a police prosecution not a council one so i'm not sure that the council could legally intervene anyway other than if the points on his license caused a breach of licensing conditions
