It's because there's a demand for diesel nowadays and with diesel being a waste product of petrol refining they need to refine petrol to make diesel.
What you on about diesel is not a waste product of petrol refining at all the refining process can be adjusted to make more diesel or more petrol depending on what equipment is installed at the refinery ! BUT to increase the production of diesel in the UK requires investment at the refinery and as refineries are seen as the less profitable part of the oil business the companies are not so keen
Of course it is you've only got to look at the refining process to see the results. Diesel oil takes less refining; in the past this made it less expensive than Petrol.
