But if they are plying for hire then they aren't acting like a ph they are pretending to be a taxi :D

If a PH touts on the street, then the PH driver is guilty of touting.
The press always seem to say 'ilegal minicab' and it turns out to be some bloke with a normal car.

If a PH is acting illegal, he isn't acting as a PH, so he must be acting as something else, that something else is a taxi.

Therefore he is an illegal taxi.

The only way someone can act as a illegal PH is by taking bookings without a PH license.

Well thats cleared that up :roll: And theres me thinking a ph/minicab cant be a Taxi ! but all along they can be as long as there working illegaly FFS
